This was a sort of farewell salute to Lieutenant Frank Docherty.  Frank was to retire from service a few days after this image was made. His men made it clear to us their admiration for him and how much they would miss their presence.  Lt. Docherty, on the other hand, while acknowledging that he'd miss his men and his service - fully realized he was about to be free to do some serious fishing.  You could see the spark in his eyes as he imagined fish stories yet to come.
